This form is designed to qualify both Travel Agents and the Travel Trade categories.  I think it would be better to have two separate forms, a Travel Agent Registration Form accessible for the Home Page and a hidden Travel Trade Form where Applicants are by invitation only.  This would make it simpler for Travel Agents to fill out and not concern themselves about getting into a better commission category.   I think it is the agents we should address first. They will be the biggest target market in the Travel Trade for our customer's products and it will be easier to convince our customers to offer a 10% commission than 20 and 30% which are expected by the tour operators, consultants and wholesalers (receptive operators). Once we have enough 10% product, we can activate the link on the Home page and start marketing.

We will need to also develop Qualifying Forms for our customers (tourism product suppliers) who are willing to offer even the 10% commissions - # years in business, insurance, licenses, memberships in associations, maybe references.
